That pic is from the Teen Choice Awards in 1999. I'm pretty sure the kid is her niece.

this was post s3 btvs ans s1 angel where she had lost all of that weight, she was still gorgeous but i think she looks better with a little meat on her bones, her cheeks were way too hollowy{new made up word}
around the same time as those bikini in the room pics.
look there's Damien in the background, looks hot! here, the boy so needs a haircut now.

Her niece is really cute and she looks a lot like CC, similar nose, smile and eye shape and color.
